HMO Licence Requirements: The Complete UK Checklist (2026)
Getting an HMO licence โ and keeping it โ requires meeting a detailed set of standards covering fire safety, room sizes, electrical and gas safety, and property management. This checklist covers everything you need to know, whether you're applying for the first time or renewing.

Who Needs an HMO Licence?
Mandatory licensing applies to any property in England and Wales occupied by:
- 5 or more people forming 2 or more households
- Tenants share facilities (kitchen, bathroom, toilet)

1. Fire Safety Requirements
Fire safety is the most scrutinised area of HMO licensing.
Smoke and Heat Detection
- Interlinked smoke alarms on every floor and in every habitable room
- Heat detector in the kitchen
- Mains-wired with battery backup (most councils now require this โ battery-only alarms are commonly rejected)
- Annual testing and maintenance records required
Fire Doors
- Self-closing fire doors (FD30S rated) on all rooms opening onto escape routes
- Fire door to kitchen as minimum
- Functioning self-closers and intumescent strips required
- No wedges or door holds permitted
Emergency Lighting
- Emergency lighting in communal areas and escape routes
- Annual inspection and test certificate required
Fire Risk Assessment
- Written FRA required for most HMOs with 5+ occupants
- Must be carried out by a competent person
- Reviewed annually or after significant changes to the property
Fire Extinguishers and Blankets
- Fire blanket in the kitchen

2. Electrical Safety
EICR (Electrical Installation Condition Report)

Kitchen
- Adequate storage, worktop space and ventilation
- Cooker with oven and hob, fridge/freezer, sink
- For larger HMOs (6+ occupants), additional cooking facilities may be required
Bathrooms and Toilets
- Generally 1 bathroom/shower room per 4โ5 occupants
- Hot and cold water supply to all bathrooms
Heating
- Adequate space heating in all habitable rooms
- Thermostat or timer controls expected
- Heating to common areas
6. Property Management Standards
The Management of Houses in Multiple Occupation (England) Regulations 2006 impose ongoing duties:
- Common parts โ kept clean, well lit, in good repair
- Fire precautions โ maintained in good order, tested regularly
- Gas and electricity โ supplies maintained safe and in working order
- Drainage โ maintained free from obstruction
7. Fit and Proper Person Test
The licence is issued to a specific person who must pass the council's assessment. Disqualifying factors include:
- Criminal convictions for fraud, violence, drugs, or sexual offences
- Previous housing-related civil penalties
- Inclusion on the Rogue Landlord Database
- Previous licence revocations
8. Tenancy and Legal Documentation
While not always a formal licence condition, councils expect:
- Written tenancy agreements for all occupants
