Additional Licensing

Sheffield City Council operates an additional licensing scheme that extends the requirement to properties with 3 or more persons from 2 or more households in designated areas of the city, primarily those with the highest student and shared housing density.

Article 4 Direction in Sheffield

Sheffield has an Article 4 Direction in force in areas of high HMO concentration, including much of the inner south-west of the city (Broomhill, Broomhall, Sharrow, and parts of Walkley and Crookes).

Under the Direction, converting a C3 dwelling to a C4 HMO requires planning permission. Sheffield's planning policies take into account the percentage of C4 HMOs already in a given street or area — in streets where HMO concentration is already high, applications are often refused.
