HMO Licensing in Leeds: Fees, Article 4, and What Landlords Need to Know (2026)

Leeds has one of England's largest private rented sectors outside London. With the University of Leeds, Leeds Beckett University, and a major financial and professional services economy, demand for shared accommodation is consistently high โ€” particularly in Hyde Park, Headingley, Burley, and the city centre.

Leeds City Council is known for processing a high volume of HMO licence applications, with the council itself noting processing backlogs at peak periods. Here's what you need to know about licensing in 2026.

Do You Need an HMO Licence in Leeds?

Mandatory licensing applies to any property occupied by 5 or more persons forming 2 or more households sharing basic amenities. This is a national requirement enforced by Leeds City Council.

Leeds does not currently operate a borough-wide additional licensing scheme, but does have selective licensing designations in specific wards. If your property is in a selective licensing area, you may need a licence regardless of occupancy.

Check Leeds City Council's current schemes and areas at leeds.gov.uk.

Leeds HMO Licence Fees (2026)

Leeds City Council uses a two-part fee structure:

Part Amount
Part 1 (admin, paid on application) ~ยฃ350
Part 2 (grant fee, paid on approval) ~ยฃ700
Total ~ยฃ1,050

Leeds Rental Standard discount: Members of the Leeds Rental Standard receive a ยฃ150 discount on the Part 2 fee, bringing the total to approximately ยฃ900. Membership is free and involves committing to a set of minimum property standards.

Renewal fees are slightly lower. Always verify current fees at leeds.gov.uk.

Article 4 Direction in Leeds โ€” What Landlords Must Know

Leeds City Council has an Article 4 Direction that significantly affects landlords wanting to create or expand HMOs. Under the Direction, converting a property from C3 (family dwelling) to C4 (small HMO, 3โ€“6 persons) requires planning permission in designated areas.

The Article 4 Direction covers large parts of inner Leeds including:

Why this matters: Before buying a property in these areas to operate as an HMO, you must check whether you need planning permission for the change of use. Operating a C4 HMO without planning permission in an Article 4 area is a criminal offence โ€” separate from, and in addition to, requiring an HMO licence.

Large HMOs with 7 or more occupants are Sui Generis and require planning permission everywhere in England, regardless of Article 4.

The Leeds Rental Standard

Leeds operates the Leeds Rental Standard, a voluntary accreditation scheme that entitles members to the fee discount mentioned above. The standard requires landlords to maintain properties to a good condition and behave professionally toward tenants.

Even if you're not planning to apply for accreditation, it's worth reviewing the standard's requirements โ€” they largely mirror HMO licence conditions and provide a useful benchmark.

Consequences of Operating Without a Licence in Leeds

Leeds has an active enforcement team, particularly in the university areas where student welfare charities and unions report unlicensed properties.

Start your renewal application at least 2 months before expiry. The renewal process is similar to a new application โ€” you'll need up-to-date certificates and a confirmation that nothing material has changed.
